In Madagascar, where only a fraction of the population has access to electricity or mobile networks, severe tropical cyclones routinely claim the lives of coastal fishermen. To address this, Huawei Pangu Cloud developed MITAO Forecast—a low-tech solution powered by AI weather modeling. The system sends SMS alerts to local coordinators, who update hand-painted forecast boards using color-coded tribal symbols. These symbols are easily understood across literacy levels, helping communities anticipate dangerous weather up to 10 days in advance.
